Privacy & enrolment information

The Electoral Act 2002 requires that the electoral roll is available for inspection by members of the public. The roll that is available to the public contains name and address information and can be searched by name only. Electors who don't want their details appearing on the roll for safety reasons may apply to register as a silent elector.

Under Section 33 of the Electoral Act 2002 the VEC must periodically provide enrolment information to political parties, members and candidates.

As allowed by Section 34 of the Electoral Act 2002 and the Privacy and Data Protection Act 2014, the VEC has entered into agreements to provide or facilitate ongoing, periodic or once-only access to electoral enrolment information to the following organisations:

Victoria Police

The VEC provides Victoria Police with limited access to electoral enrolment details (name, address, date of birth and gender) for the purpose of law enforcement. Victoria Police accesses this information through a discrete on-line look-up facility provided under a strict protocol.

Independent Broad-based Anti-corruption Commission (IBAC)

The VEC discloses electors’ details to IBAC on a request basis, for the purpose of fulfilling its legislative functions under the Independent Broad-based Anti-corruption Commission Act 2013.

Sheriff’s Office

The VEC has commenced a data-matching pilot project for the purpose of determining the most appropriate way of assisting the Sheriff’s Office to fulfil its obligations under the Sherriff’s Act 2009.

State Revenue Office (SRO)

The VEC provides the SRO with electoral enrolment information (name, address and date of birth details) on a six-monthly basis for the purpose of fulfilling its legislative functions.

Victorian Registry for Births, Deaths and Marriages (BDM)

The VEC provides electoral enrolment information (name, address and date of birth details) to BDM for the purpose of fulfilling its legislative functions.

BreastScreen Victoria

The VEC provides BreastScreen Victoria with electoral enrolment information on a quarterly basis. The VEC provides BreastScreen with the name, address, date of birth and elector identification number of all Victorian women between the ages of 50 and 69. BreastScreen may only use the information to send these women letters inviting them to have a free breast screen to test for any signs of breast cancer.

Wellington Shire Council (WSC)

The VEC provides WSC with verified or up-to-date enrolment details by request on an ongoing ad-hoc basis for the purpose of fulfilling its prescribed obligations under Section 84 of the Criminal Procedures Act 2009.

Victorian Adoption Network for Information and Self Help (VANISH)

The VEC provides VANISH with verified or up-to-date enrolment details by request on an ongoing ad-hoc basis for the purpose of fulfilling its prescribed obligations under the Adoption Act 1984.

Connections Uniting Care – child, youth, family services

The VEC provides Connections with verified or up-to-date enrolment details by request on an ongoing ad-hoc basis for the purpose of fulfilling its prescribed obligations under the Adoption Act 1984.

Anglicare

The VEC provides Anglicare with verified or up-to-date enrolment details by request on an ongoing ad-hoc basis for the purpose of fulfilling its prescribed obligations under the Adoption Act 1984.

Department of Human Services, Family Information Networks and Discovery Program (FIND)

The VEC provides FIND with verified or up-to-date enrolment details by request on an ongoing ad-hoc basis for the purpose of fulfilling its prescribed obligations under the Adoption Act 1984.

Melbourne IVF

The VEC has agreed to cross-match, and if relevant contact electors as requested by Melbourne IVF on an ongoing ad-hoc basis for the purpose of:

  • assisting with linking between parties (e.g. donor and child)
  • contacting donors in relation to existing embryos
  • informing patients of genetically linked medical conditions that may have become apparent.

State Trustees Limited

The Victorian Electoral Commission provides an ad hoc look up and verification service to State Trustees Limited (a State owned company) for the purpose of locating and identifying individuals in the course of managing the financial affairs of Victorians with a disability, and in the administration of estates for which it has been appointed administrator.
